Hurricane Delta is the 10th named storm to make US landfall so far this year

Hurricane Delta has made landfall in the US state of Louisiana, which is still recovering from the damage caused by a previous hurricane in August.

This is the 10th named storm to make US landfall so far this year, breaking a record that has stood since 1916.

Delta hit Creole, Louisiana as a Category 2 hurricane at 18:00 local time (00:00 BST) on Friday, with winds of 100 mph (155 km/h).

It weakened to a Category 1 as it moved inland, causing widespread power cuts.

The US National Hurricane Center (NHC) also warned of an eight-foot-high “life-threatening storm surge” across the Louisiana coast, caused by high winds from Delta.

The hurricane first made landfall near Puerto Morelos on Mexico’s Caribbean coast on Wednesday, forcing thousands of tourists and residents to move into shelters for safety.

Having crossed the Gulf of Mexico, Delta is now moving across central and north-eastern Louisiana, and will enter northern Mississippi and the Tennessee Valley on Saturday.

“Rapid weakening is expected overnight and Saturday,” the NHC said. “Delta is forecast to weaken to a tropical storm tonight and to a tropical depression on Saturday.”

Many residents left home in order to avoid the hurricane’s path

Schools and government offices shut their doors and officials in a dozen parishes called for evacuations.

Louisiana Governor John Bel Edwards previously said that 2,400 National Guard personnel were being mobilised to help the state’s residents.

Many people left their homes to try to get out of the storm’s path.

Parts of the state were already severely storm-damaged from the more powerful Category 4 Hurricane Laura, which ripped through homes and uprooted trees when it hit on 20 August.

More than 6,000 people are still displaced and living in temporary accommodation, such as hotels, after their homes were destroyed.

Lake Charles Mayor Nic Hunter told Reuters news agency that Hurricane Laura “is still very fresh and very raw, and I think that had something to do with more people evacuating for Delta”.

“In this community, there are a lot of homes that were damaged and so a lot of people are concerned about staying in that structure again,” he added.

Governor Edwards also previously warned that although Delta was less strong than Laura, it could sweep up debris from the previous hurricane and hurl it like missiles.

Tropical Storm Beta, which made landfall late Monday, is causing major flooding throughout the Houston area.

Officials urged residents to stay home and avoid driving if possible. Dozens of streets were closed by fast-rising water, including parts of Interstate 69 and Interstate 45 and State Highways 288 and 290.

Beta, which weakened to a tropical depression, was expected to drag along near the Texas Gulf Coast through Wednesday and then over Louisiana and Mississippi on Wednesday night through Friday. Over the past 48 hours, more than a foot of rain has fallen in some areas and more is expected.

Drivers began abandoning cars that stalled in the high water on 288, according to KTRK.

Video from the area showed about a half dozen pickup trucks submerged in water with their doors open.

The heavy rain began falling Monday night and quickly swamped parts of southwest Houston. Diners at one restaurant came out to find their cars underwater, KTRK reported. Employees of businesses in the area waded to an elevated freeway to call for rides home.

By 11 p.m., the Houston Fire Department had completed 20 evacuations from flooded vehicles, Chief Samuel Peña tweeted. The High Water Rescue team worked through the night.

School districts across southeast Texas closed schools and pushed classes online or canceled them altogether.

The storm made landfall about 10 p.m. CDT Monday just north of Port O’Connor, Texas, on the southern end of the Matagorda Peninsula, about 110 miles southwest of Houston.

As the storm headed toward shore, the U.S. Coast Guard rescued a man onboard a disabled 20-foot vessel two miles south of the Port Aransas Jetties, east of Corpus Christi. The man was taken to the Mustang Beach Airport in Port Aransas.

Streets, cars and buildings were flooded in parts of coastal Texas, including Rockport, Corpus Christi, Galveston and the Bolivar Peninsula.

Some subdivisions in Surfside Beach that flooded Sunday night were still under water Tuesday.

“We fared well, better than the night before,” Police Chief Gary Phillips told the Houston Chronicle. “The water is going down and we will be assessing the damage as soon as possible.”

After making landfall as one of the strongest storms to hit Louisiana on record, Hurricane Laura steamrolled up through the state on Thursday, leaving a trail of far-flung damage in its wake.

The storm, which came ashore near Cameron, La., after midnight as a Category 4 hurricane, brought 150-mile-an-hour winds and a major storm surge out of the Gulf, ripping the facades off brick buildings in Lake Charles, La., and swatting telephone poles to the ground. Laura weakened as it moved inland, but remained destructive, with strong winds and heavy rain, and the potential to spawn deadly tornadoes.

The first confirmed U.S. death from the storm was that of a 14-year-old girl in Leesville, La., a small city about 100 miles inland. According to the Louisiana governor’s office, the girl was killed when a tree fell on her family’s home. Two more deaths were later confirmed in Jackson and Acadia parishes.

At noon Central time, the storm had passed through Leesville and was centered west of Grambling, La., about 50 miles east of Shreveport, according to the National Hurricane Center. The storm was trudging north-northeast at 15 miles an hour, with maximum sustained winds of 70 miles an hour — just below the Category 1 hurricane range — and it was expected to diminish to a tropical depression Thursday night.

People on the ground in southwestern Louisiana described catastrophic damage to buildings and vehicles, apparently more from the storm’s punishing winds than from its much-feared storm surge. In Lake Charles, La., a regional hub known for its petrochemical plants and crowded casinos, commercial buildings were peeled apart, exposing insulation and wood frames. Billboards were punched out and trees snapped in half. A fire was burning somewhere within the sprawl of petrochemical plants just outside downtown, filling the air with a brown haze and an acrid smell.

Gusts had blown out dozens of windows in high-rise office buildings, ripped the top off a sky bridge and tipped an R.V. on its side. The whistling winds mimicked the alarm-like sounds that could be heard inside buildings, according to videos on social media.

Landfall came after officials in both Louisiana and Texas issued the gravest of warnings about the storm, which was among the strongest ever to hit the United States and tied for the strongest ever to hit Louisiana, according to data compiled by Philip Klotzbach, a research scientist at Colorado State University who studies hurricanes. At the peak, more than 1.5 million people in the coastal regions of Texas and Louisiana were under some form of evacuation orders.

Utility companies reported that about 404,000 customers in Louisiana and another 104,000 in Texas were without power Thursday morning, according to PowerOutage.us.

Gov. John Bel Edwards of Louisiana said Thursday morning that his state had been hit with “extensive” damage to structures, particularly in the Lake Charles area. Search and rescue teams were on their way, he said, and by midmorning, pickup trucks hauling aluminum boats were driving through the streets of the otherwise empty city.

“We believe we got a break on the storm surge,” at least so far, the governor said on CNN, noting that the surge had not appeared to reach the extreme heights that forecasters said were possible. But there was still considerable flooding.

Governor Edwards said the state was taking Covid-19 precautions at shelters and in its rescue efforts; many of those who were evacuated on state-run shuttles were brought to hotels in Baton Rouge and elsewhere rather than large congregate shelters like gymnasiums. If such steps were not taken, the governor said, Louisiana could “pay the price” in a couple of weeks with a surge in coronavirus cases.

Russia is flexing its military muscle as tensions with the US simmer in the wake of a heated third presidential debate, where Democratic candidate Hillary Clinton called Republican candidate Donald Trump a “puppet” for Russian President Vladimir Putin. Now, Russia has declassified the first image of its new thermonuclear intercontinental ballistic missile.

The RS-28 Sarmat missile—better known as the Satan 2 nuclear missile—has finally been revealed after years of being hyped by the Russian government. According to a Russian publication aligned with the Kremlin called Sputnik, the super-nuke has a payload capable of destroying an area “the size of Texas.”

The new weapon can deploy warheads of 40 megatons, or about 2,000 times as powerful as the bombs dropped on Hiroshima and Nagaski in 1945.

Former assistant secretary of the Treasury for Economic Policy Dr. Paul Craig Roberts called the atomic bombs that Washington dropped on Japan “popguns” compared to today’s thermo-nuclear weapons. “One Russian SS-18 wipes out three-fourths of New York state for thousands of years,” he said in a blog post. “Five or six of these ‘Satans’ as they are known by the US military, and the East Coast of the United States disappears.”

BASTROP, Texas, July 12 (Reuters) – To hear the conspiracy theorists tell it, a labyrinth of tunnels is being built under Walmart stores for military attacks on civilians, and an orchestrated financial crisis will lead to martial law, U.S. troops patrolling chaotic streets, and a dictatorship under President Barack Obama.These and similar tales have gained currency in recent months among a small but powerful group of anti-government Texas voters in the run-up to planned military training drills in the West and Southwest, including in the Lone Star state.

 While such views represent the fringes of American political opinion, they reflect a broader suspicion of the federal government that has run deep in Texas for years.
 
The U.S. Army Special Operations Command exercise, called Jade Helm 15, has brought these fears to a crescendo, particularly in Bastrop. Some of the exercises, scheduled from July 15 to Sept. 15, will be held in this city located east of Austin.

At an April town hall meeting in Bastrop, attendees peppered a military spokesman with pointed questions, including: “Are you planning on detaining or rounding up any American citizens?”
Rosalie Howerton, a 74-year-old retired nurse from Tyler, Texas, wrote the governor to say she was worried about the drills.

“I’ve gotten to the point where I don’t trust my government,” she said. “I don’t trust Obama. I think he is looking toward calling martial law to stop the next election from taking place.”

In an online comment about Jade Helm, Bastrop resident Josh Munyon wrote: “It’s something that the rest of the country should be worried about. They already have FEMA trains that oddly enough look like the trains that the Nazis used in ww2.”

One particular sticking point has been an Army map that lists Texas as “hostile” territory.
“Such labeling tends to make people who have grown leery of federal government overreach become suspicious of whether their big brother government anticipates certain states may start another civil war or be overtaken by foreign radical Islamist elements which have been reported to be just across our border,” Louie Gohmert, a Republican congressman from Texas, said recently in a statement.
The Texas Republican Party platform has long reflected concerns over federal and international overreach, with calls for a U.S. withdrawal from the United Nations and the elimination of the Federal Reserve.

When a U.N. agency named the Alamo, the location of a famed 1836 battle in the fight for Texas Independence, a World Heritage Site earlier this month, some Texans saw the move as a prelude to an international takeover.

FRIENDS ON THE FRINGE

The U.S. Army Special Operations Command has categorically denied there is anything nefarious about the drills, saying they are training exercises, while Wal-Mart Stores Inc said there was no truth to the rumors of a tunnel network being built under its stores.

Jade Helm will be held on public and private land, with the permission of landowners. The military said Army Special Operations Forces will train in Texas, Arizona, New Mexico, Utah and Colorado, with the terrain intended to replicate areas where soldiers find themselves operating overseas.

Fears from constituents, however, have drawn a response from politicians eager not to alienate right-wing voters. In a move a Dallas Morning News editorial called “cringe-worthy,” Governor Greg Abbott, a Republican, said he would dispatch the Texas State Guard to monitor Jade Helm to make sure it does not impinge on Texans’ freedom.

Placating such views could pay off for Republicans, who dominate state politics and often fight their most difficult battles in primaries where campaigns typically take a hard turn to the right.
A poll from the Texas Tribune and the University of Texas showed that 39 percent of registered voters and 85 percent of the right-wing Tea Party group supported Abbott’s move on Jade Helm.
“Republican leaders don’t want to do something that antagonizes these groups to such as extent that they rally around an opponent in the Republican primary,” said Mark Jones, who chairs the Department of Political Sciences at Rice University in Houston.

“The conspiracy theories tend to get amplified in Texas because we are a large state, with very active groups.”

Despite the predictions of doom, many Bastrop residents are wary but not overly concerned.
“We support our military, and they have to train somewhere,” said Pam Ferguson, owner of the High Cotton antique store. “It might as well be here.”

And while suspicion of the drills has run rampant among customers of Crosshairs Texas, the town’s only gun store, sales there have not increased, said owner Troy Michalik.

Islamic State (IS) has said that it was behind the attack on a Prophet Muhammad cartoon contest in the US state of Texas.

It said that “two soldiers of the caliphate” carried out the attack at a conference centre near Dallas.

IS’s al-Bayan Radio news bulletin said the exhibition “was portraying negative pictures of the Prophet Muhammad”.

Both suspects were shot dead after opening fire at the contest on Sunday.

Correspondents say that it is believed to be the first time that IS has claimed to have carried out an attack in the US.

“We tell America that what is coming will be even bigger and more bitter, and that you will see the soldiers of the Islamic State do terrible things,” the statement released by the group said.

Court documents have shown that one of two gunmen shot dead had been a terror suspect.

Elton Simpson had been under surveillance since 2006 and was convicted in 2010 for lying to FBI agents about plans to go to Somalia to engage in violent jihad, or holy war, the files reveal.

A judge found him guilty of making a false statement and he was sentenced to three years’ probation and a $600 (£400) fine.

The judge ruled that there was insufficient evidence that the false statement involved international terrorism.

He had shared a flat in Arizona with the person named by officials as the other alleged gunman, Nadir Soofi.

On Monday, FBI agents searched their home in Phoenix and a white van parked outside.

‘Gonna make it to the battlefield’

The court documents also showed that Simpson had been under investigation since 2006 because of his association with an individual the FBI believed was trying to set up a terrorist cell in Arizona.

Simpson had told an informant in 2009 that it was “time to go to Somalia”, adding: “We gonna make it to the battlefield.”

He later said he was planning to travel to South Africa and then on to Somalia.

The incident on Sunday unfolded when a car drove into the car park of the Curtis Culwell Center in Garland, a city near Dallas, where a Muhammad Art Exhibition organised by the controversial American Freedom Defense Initiative (AFDI) was being held.

The conference included a contest that offered a $10,000 (£6,600) prize for a cartoon of the Prophet Muhammad. Depictions of Muhammad are offensive to many Muslims.

The two men in the car opened fire with assault rifles on two security officers, Garland police said.

One of the officers, a traffic policeman, returned fire and killed both gunmen.

The AFDI is run by controversial blogger and activist Pamela Geller who said she was standing up for free speech, adding: “This terrible incident reflects the need for such conferences.”
