Salt Lake City is, of course, overdue for a significant seismic event. So are other places in the United States, such as Los Angeles, the Pacific Northwest, even New York City. In a new book, science writer Kathryn Miles tours the country in search of the latest research on America’s next big earthquake and what’s being done to address the threat. She joins us Wednesday to talk about it.

A 5.2-magnitude quake shook New York City in 1737 and another of the same severity hit in 1884.
Tremors were felt from Maine to Virginia.
There are several fault lines in the metro area, including one along Manhattan’s 125th St. – which may have generated two small tremors in 1981 and may have been the source of the major 1737 earthquake, says Armbruster.
“The problem here comes from many subtle faults,” explained Skyes after the study was published.
He adds: “We now see there is earthquake activity on them. Each one is small, but when you add them up, they are probably more dangerous than we thought.”
Armbruster says a 5.0-magnitude earthquake today likely would result in casualties and hundreds of millions of dollars in damage.
“I would expect some people to be killed,” he notes.
The scope and scale of damage would multiply exponentially with each additional tick on the Richter scale. (ANI)

Plan to Expand a Pipeline at Indian Point Raises Concern

BUCHANAN, N.Y. — Every so often, catastrophes prompt fresh worries about the Indian Point nuclear power plant, whose twin domes loom over the Hudson River about 45 miles north of Midtown Manhattan.
In 2001, the terror attacks on Sept. 11 spurred calls to shut down the two reactors here, amid concern of a similar attack on the plant. Five years ago, the Fukushima nuclear accident in Japan raised fears about the impact of a natural disaster on Indian Point.
Now, a construction project — the planned expansion of a natural gas pipeline across Indian Point property — is again putting the power plant in a harsh glare. Elected officials, residents and environmental activists have criticized the project, saying that a rupture of the pipeline could unleash a nuclear catastrophe.
Federal regulators have already approved the pipeline expansion, and Spectra Energy, the company overseeing the pipeline project, has begun construction along parts of its 1,000-mile line running through New York, Connecticut, Rhode Island and Massachusetts. In Westchester County, work has begun on the pipeline, including at the 240-acre Indian Point site, where Spectra plans to replace its existing 26-inch wide pipeline with one measuring 42 inches wide.
In recent months, Senators Chuck Schumer and Kirsten E. Gillibrand, both New York Democrats, as well as other federal, state and local officials, have demanded an independent safety evaluation of the risks posed by the pipeline expansion at Indian Point. The project’s approval by the Federal Energy Regulatory Commission was based in part on an analysis conducted by Entergy Corporation, which owns the power plant, and the Nuclear Regulatory Commission, which determined that the plant could continue to operate safely in the event of a rupture or could be temporarily shut down.
On Monday, the state plans to notify the Federal Energy Regulatory Commission that it will take a hard look at the project in light of a series of problems at the nuclear plant since last May. In addition, the state will ask federal regulators to suspend their approval of the project — effectively halting construction — until the study is completed.
“I am directing my administration to commence an immediate independent safety analysis of the natural gas pipeline project,” Gov. Andrew M. Cuomo, a Democrat, said. “The safety of New Yorkers is the first responsibility of state government when making any decision.”

So far, federal agencies have declined to conduct independent assessments of their own. Neil Sheehan, a spokesman for the Nuclear Regulatory Commission, said a specialist within the agency had looked carefully at hypothetical accidents. “Our expert confirmed that both units could safely shut down, even if the pipeline were to rupture and a blast of flame were to come from that line,” he said.
But the Union of Concerned Scientists, an advocacy group, has asked Stephen G. Burns, the regulatory commission’s chairman, to evaluate the methodology used by its own staff. “It is not sufficient to have the right answers until all the right questions have been asked,” David A. Lochbaum, director of the group’s Nuclear Safety Project, wrote in a letter in August. Mr. Burns declined the organization’s request.
Officials from both Spectra Energy and Entergy, which will receive a one-time payment for use of the right of way on its land, say that the new pipeline will be located several hundred feet farther away from the nuclear reactors than the smaller, existing pipeline. Jerry Nappi, a spokesman for Entergy, said the new pipeline would cross the southeast corner of its property, about 1,200 feet from the Unit 3 reactor.
In addition, he said, the larger pipeline would be buried deeper than the existing one and would be covered by thick concrete slabs.
Environmental activists from New York City and Westchester County are not mollified by those precautions. Since Spectra was given the go-ahead to proceed with construction, they have gathered 30,000 signatures on a petition demanding that Mr. Cuomo stop the project and study the risks.
Mr. Cuomo has been vociferous in his demand that federal regulators not relicense Indian Point. (The reactors’ licenses expired in 2013 and 2015, and the Nuclear Regulatory Commission is now considering their renewal.) But until now, Mr. Cuomo has been largely silent about the pipeline.
Spectra, based in Texas, is expanding sections of its so-called Algonquin Pipeline in several states to increase delivery of natural gas to meet what the company says is growing demand in New England. Besides safety concerns, critics of the pipeline also say that enhancing the delivery of fossil fuels like natural gas will hurt efforts to counter climate change.
The Massachusetts attorney general, Maura Healey, last fall released an energy report of the region. “This study demonstrates that we do not need increased gas capacity to meet electric reliability needs and that electric ratepayers shouldn’t foot the bill for additional pipelines,” she said, adding that increasing energy efficiency would “significantly reduce greenhouse gas emissions.”

Problems have bedeviled Indian Point for years, sometimes leading to the temporary shutdown of its reactors. In May, a transformer fire knocked out one of the reactors and spewed oil and fire-retardant foam into the Hudson. This month, Entergy revealed that radioactive water was found in three of 40 monitoring wells on site, the result of contamination from tritium, a radioactive isotope.
In recent months, activists have turned up the intensity of their protests against the pipeline expansion. Members of faith organizations and environmental groups held a vigil on Saturday outside the house in Mount Kisco, N.Y., that Mr. Cuomo shares with his girlfriend, Sandra Lee. Their home is less than 10 miles from Indian Point.
Activists have also held rallies and engaged in acts of civil disobedience. In November, nine people joined hands and blocked a road near a site where some of Spectra Energy’s construction equipment and vehicles were stored in Montrose, a hamlet in the town of Cortlandt, not far from Indian Point.
The activists were arrested and charged with disorderly conduct. The defendants, who call themselves the Montrose Nine, are awaiting trial. “They felt it was their obligation to stop the construction of what they believe is an extraordinarily dangerous venture,” Martin R. Stolar, their lawyer, said.
A group called ResistAIM, which stands for the Algonquin Incremental Market project, as Spectra calls the expansion, has organized periodic workshops on the ABC’s of civil disobedience.
“We organize nonviolent direct action to stop the AIM pipeline from being built,” its website says. “We do this because it is clear that we have no other alternative — we have tried everything to get the attention of elected officials and to use regulatory channels, and Spectra is building the pipeline anyway.”
Patrick Robbins, co-director of Sane Energy Project, which advocates renewable energy, also works with ResistAIM. He contends that continued resistance to the pipeline project, despite the fact that it has the needed approvals, was not fruitless. Indeed, he and others are focused on the larger war against fossil fuels, more than any one battle.
“Every day you stop construction, it hurts their timetable,” he said, referring to Spectra Energy. “And it sends a message to other companies, investors and political officials that the landscape has changed on building these pipelines, and that it’s not going to be an easy fight for them.”

Decommissioning of Indian Point Plant Not In Time (Revelation 6:12)



Request Made to Accelerate Decommissioning of Indian Pt. Plants

The owners of the Indian Point nuclear power plants and their chosen successors have requested approval to speed up the decommissioning process.
Entergy Corporation and Holtec International, through their affiliates, announced last week they had jointly filed a License Transfer Application with the U.S. Nuclear Regulatory Commission, requesting approval for the transfer of the NRC licenses for Indian Point to Holtec after the last unit in Buchanan permanently shuts down by April 30, 2021.
Holtec plans to initiate decommissioning at Indian Point, following regulatory approvals and transaction close, as much as 40 years sooner than if Entergy continued to own the units.
“Holtec’s plan to accelerate the decommissioning schedule provides the potential for site redevelopment decades sooner than if Entergy continued to own the facility, which is good news for the local community,” said Chris Bakken, Entergy Executive Vice President Nuclear Operations and Chief Nuclear Officer. “Holtec plans to begin the decommissioning process promptly upon taking ownership, and as part of the agreement between the companies, will provide job opportunities for more than 300 of our current employees who want to remain in the region and continue to work at the site.”
The companies asked the NRC to approve the License Transfer Application by November 2020 to facilitate a timely transaction closing targeted for May 2021, which will benefit the community, employees and other interested stakeholders.
“This key regulatory filing is an important first step to beginning a new future for Indian Point and the local community,” said Holtec’s President and Chief Executive Officer Dr. Kris Singh. “By beginning decommissioning earlier, Holtec will be able to maintain and create new jobs and work towards releasing the plant site earlier so it can be repurposed and generate replacement tax revenue on an earlier schedule.”
In January 2017, Entergy, which purchased the Indian Point nuclear power plants more than 16 years ago, announced, to the complete surprise of local leaders, its plan for the early and orderly shutdown of Indian Point by April 30, 2021 as part of a settlement with New York State and Riverkeeper.
Holtec’s plan for decommissioning will result in the release for re-use of portions of the site in the 2030s, with the exception of the Independent Spent Fuel Storage Installation – the area where spent nuclear fuel is safely stored in dry casks until the U.S. Department of Energy transfers the spent fuel offsite. As part of its plan, Holtec expects to move all of the Indian Point spent nuclear fuel into dry casks within about three years following facility shutdown in 2021.
Holtec has a pending application with the NRC for a Consolidated Interim Storage Facility in New Mexico, which could eventually store spent nuclear fuel from Indian Point and other U.S. nuclear power plants.
Westchester County Executive George Latimer said he and federal representatives are demanding answers on what exactly Holtec has planned for the site.
“In Westchester, we have residents who rightfully demand clear-eyed answers as to what the next steps Holtec have for the plant in our backyard. Further, we have a workforce already here with the expertise – and on the job experience – needed to safely work on this nuclear power plant,” Latimer stated. “The decommissioning process must not be taken lightly nor seen as strictly for profit. I am concerned about how Holtec’s plans will impact both the on-site, knowledgeable workforce and efforts to ensure that the cleanup is undertaken while abiding by the highest environmental standards.”
In addition to the federal filing, Entergy and Holtec filed a petition with the New York Public Service Commission requesting a ruling disclaiming PSC jurisdiction or abstaining from review of the proposed transaction, or, in the alternative, an order approving the proposed transaction

New York Subways at the Sixth Seal (Revelation 6)

New York City is full of peculiar phenomena—rickety fire escapes; 100-year-old subway tunnels; air conditioners propped perilously into window frames—that can strike fear into the heart of even the toughest city denizen. But should they? Every month, writer Ashley Fetters will be exploring—and debunking—these New York-specific fears, letting you know what you should actually worry about, and what anxieties you can simply let slip away.
The 25-minute subway commute from Crown Heights to the Financial District on the 2/3 line is, in my experience, a surprisingly peaceful start to the workday—save for one 3,100-foot stretch between the Clark Street and Wall Street stations, where for three minutes I sit wondering what the probability is that I will soon die a torturous, claustrophobic drowning death right here in this subway car.
The Clark Street Tunnel, opened in 1916, is one of approximately a dozen tunnels that escort MTA passengers from one borough to the next underwater—and just about all of them, with the exception of the 1989 addition of the 63rd Street F train tunnel, were constructed between 1900 and 1936.
Each day, thousands of New Yorkers venture across the East River and back again through these tubes buried deep in the riverbed, some of which are nearing or even past their 100th birthdays. Are they wrong to ponder their own mortality while picturing one of these watery catacombs suddenly springing a leak?
Mostly yes, they are, says Michael Horodniceanu, the former president of MTA Capital Construction and current principal of Urban Advisory Group. First, it’s important to remember that the subway tunnel is built under the riverbed, not just in the river—so what immediately surrounds the tunnel isn’t water but some 25 feet of soil. “There's a lot of dirt on top of it,” Horodniceanu says. “It's well into the bed of the bottom of the channel.”
And second, as Angus Kress Gillespie, author of Crossing Under the Hudson: The Story of the Holland and Lincoln Tunnels, points out, New York’s underwater subway tunnels are designed to withstand some leaking. And withstand it they do: Pumps placed below the floor of the tunnel, he says, are always running, always diverting water seepage into the sewers. (Horodniceanu says the amount of water these pumps divert into the sewer system each day numbers in the thousands of gallons.)
Additionally, MTA crews routinely repair the grouting and caulking, and often inject a substance into the walls that creates a waterproof membrane outside the tunnel—which keeps water out of the tunnel and relieves any water pressure acting on its walls. New tunnels, Horodniceanu points out, are even built with an outside waterproofing membrane that works like an umbrella: Water goes around it, it falls to the sides, and then it gets channeled into a pumping station and pumped out.
Of course, the classic New York nightmare scenario isn’t just a cute little trickle finding its way in. The anxiety daydream usually involves something sinister, or seismic. The good news, however, is that while an earthquake or explosion would indeed be bad for many reasons, it likely wouldn’t result in the frantic flooding horror scene that plays out in some commuters’ imaginations.

Horodniceanu assures me that tunnels built more recently are “built to withstand a seismic event.” The older tunnels, however—like, um, the Clark Street Tunnel—“were not seismically retrofitted, let me put it that way,” Horodniceanu says. “But the way they were built is in such a way that I do not believe an earthquake would affect them.” They aren’t deep enough in the ground, anyway, he says, to be too intensely affected by a seismic event. (The MTA did not respond to a request for comment.)
One of the only real threats to tunnel infrastructure, Horodniceanu adds, is extreme weather. Hurricane Sandy, for example, caused flooding in the tunnels, which “created problems with the infrastructure.” He continues, “The tunnels have to be rebuilt as a result of saltwater corroding the infrastructure.”
Still, he points out, hurricanes don’t exactly happen with no warning. So while Hurricane Sandy did cause major trauma to the tunnels, train traffic could be stopped with ample time to keep passengers out of harm’s way. In 2012, Governor Andrew Cuomo directed all the MTA’s mass transit services to shut down at 7 p.m. the night before Hurricane Sandy was expected to hit New York City.
And Gillespie, for his part, doubts even an explosion would result in sudden, dangerous flooding. A subway tunnel is not a closed system, he points out; it’s like a pipe that’s open at both ends. “The force of a blast would go forwards and backwards out the exit,” he says.
So the subway-train version of that terrifying Holland Tunnel flood scene in Sylvester Stallone’s Daylight is … unrealistic, right?
“Yeah,” Gillespie laughs. “Yeah. It is.”

The Ramapo: The Sixth Seal Fault Line (Revelation 6:12)

The Ramapo Fault, which marks the western boundary of the Newark rift basin, has been argued to be a major seismically active feature of this region, but it is difficult to discern the extent to which the Ramapo fault (or any other specific mapped fault in the area) might be any more of a source of future earthquakes than any other parts of the region. The Ramapo Fault zone spans more than 185 miles (300 kilometers) in New York, New Jersey, and Pennsylvania. It is a system of faults between the northern Appalachian Mountains and Piedmont areas to the east. This fault is perhaps the best known fault zone in the Mid-Atlantic region, and some small earthquakes have been known to occur in its vicinity. Recently, public knowledge about the fault has increased – especially after the 1970s, when the fault’s proximity to the Indian Point nuclear plant in New York was noticed.
There is insufficient evidence to unequivocally demonstrate any strong correlation of earthquakes in the New York City area with specific faults or other geologic structures in this region. The damaging earthquake affecting New York City in 1884 was probably not associated with the Ramapo fault because the strongest shaking from that earthquake occurred on Long Island (quite far from the trace of the Ramapo fault). The relationship between faults and earthquakes in the New York City area is currently understood to be more complex than any simple association of a specific earthquake with a specific mapped fault.
A 2008 study argued that a magnitude 6 or 7 earthquake might originate from the Ramapo fault zone, which would almost definitely spawn hundreds or even thousands of fatalities and billions of dollars in damage. Studying around 400 earthquakes over the past 300 years, the study also argued that there was an additional fault zone extending from the Ramapo Fault zone into southwestern Connecticut. As can be seen in the above figure of seismicity, earthquakes are scattered throughout this region, with no particular concentration of activity along the Ramapo fault, or along the hypothesized fault zone extending into southwestern Connecticut.
Just off the northern terminus of the Ramapo fault is the Indian Point Nuclear Power Plant, built between 1956 and 1960 by Consolidated Edison Company. The plant began operating in 1963, and it has been the subject of a controversy over concerns that an earthquake from the Ramapo fault will affect the power plant. Whether or not the Ramapo fault actually does pose a threat to this nuclear power plant remains an open question.

Report: New York City is overdue for a major earthquake
If a 5.0 Earthquake were to hit New York City, there could be $39 billion dollars worth of damage and 30 million tons of rubble… and experts say the city is overdue, according to the Daily Mail. Veuer's Sam Berman has the full story.

Believe it or not, the Rochester region has experienced two small earthquakes in five days.
One was last Friday, the other Tuesday. Both were centered several miles below Lake Ontario, less than 100 miles away. Neither did any damage and almost no one felt them.
Still, we're having a San Andreas moment. Here's what you need to know about it:
Are two quakes in five days unusual?
No, not at all. There have been 46 temblors in the state in the last two years. That’s one every two weeks. Massena and Malone, neighboring small cities in the North Country, have alone recorded six quakes since Christmas.
These two under Lake Ontario just pushed the envelope a little.
Could the two temblors be related?
Actually, yes.
“Thirty years ago … we would have said it’s just coincidence, one has nothing to do with another. But that view has changed,” John Tarduno, a professor of geophysics at the University of Rochester, told us Tuesday.
Today’s thinking is a quake could relieve stress in one fault zone but increase it in neighboring faults, he said.
Countless fractures and faults exist in the Earth's crust below New York state. Some are clustered in fault zones.
Tarduno, who chairs UR's earth and environmental sciences department, said our back-to-back quakes probably weren’t on the same fault. More likely, they were on parallel north-south faults that run under the lake.
Movement along the fault under the central part of Lake Ontario, where last week’s tiny temblor occurred, could have impacted a fault farther west, providing the impetus for Tuesday's quake.
What causes our quakes?
Not exactly the same thing that causes severe earthquakes in places like California.
There, the problem is the collision of the nine immense continent-sized plates of rock that underlie the Earth’s surface. The plates shift slowly en masse, but sometimes one plate becomes wedged against another.
Earthquakes occur along the West Coast and other plate boundaries when the plates finally break free of one another, releasing pent-up energy. (Think of an overweight canine trying to squeeze through a tight doggie door. When he finally bursts through, he’s likely to go head over heels.)
There are no doggie doors here in upstate New York. We’re in the middle of the North American plate, not at the edge. So what happens here?
Tarduno said the ever-moving plates impart energy to neighboring plates. Here, it could be the Atlantic impacting the North American plate. It's like a chain-reaction accident on a crowded highway — one car slams in the back of another, which slams another, which slams a third. Pretty soon, the 20th car in line has a crumpled back end.
When that energy reaches the large cracks known as faults that exist in the crust in the interior of the continent, those faults can slip. Bingo, another small earthquake.
Does this happen everywhere?
Rochester and the area just to our west and southwest, where there is a well-known fault zone known as the Clarendon-Linden, are in a low-to-moderate earthquake hazard zone. It's the fourth-worst of seven long-term hazard levels assigned by the U.S. Geological Survey.
New York City, the Hudson Valley and much of northern New York are in the fourth level, reflecting the more extensive fault zones that exist there. The extreme northeastern corner of the state is the most seismically active place in the Northeast, and was assigned the fifth hazard level.
Large sections of the country — the Upper Midwest and Plains, much of Texas and Florida — have little or no long-term risk of earthquakes, according to the Geological Survey.
Has New York ever had a really bad quake?
No, there is no record of a truly awful earthquake in New York — the kind that levels entire blocks and leaves many people injured or dead.
However, at least six earthquakes centered in New York state have measured above magnitude 5.0 — the level at which people are frightened and some damage to property can occur.
What likely was the second-worst quake in state history occurred shortly after 6 a.m. Aug. 12, 1929, and was centered near Attica, Wyoming County. It was felt throughout western and central New York, Pennsylvania and Ontario. Its magnitude has been estimated at 5.2 to 5.6.
In Attica, chimneys fell, walls cracked, windows shattered and people panicked. In Rochester, some buildings were felt to sway and unsecured dishes shattered on the floor.
The worst quake in state history, with a magnitude of 5.8 to 6.0, struck shortly after midnight Aug. 5, 1944. Centered near Massena, St. Lawrence County, the quake was felt throughout New York, New England and adjoining areas of Quebec and Ontario.
Damage was extensive in Massena and nearby Cornwall, Ontario. In Rochester, many residents leaped from their beds, and dishes and windows rattled.
No injuries were reported in either quake.
How could someone in Victor feel Tuesday's quake when you didn't?
It's the luck of the draw.
One local person reported feeling Tuesday's earthquake to the Geological Survey. In 2013, a more powerful quake 200 miles away in Canada led more than 250 Monroe County residents to file an "I felt it" report with the agency. A strong 2011 quake in Virginia, 350 miles distant, triggered more than 500 local reports.
Large earthquakes are felt by everyone. Smaller ones? It depends on where you are and what you're doing.
"The proximity (of the quake), the type of building you’re living in, how the energy propagates through the crust, all these things come into play," Tarduno said.
"Think about this: Take a wine glass and hit it with your finger. The glass may ring, or the glass may not ring. Buildings are that way," he said. "It just happens to be the oddities of how the energy focuses so that even with a small earthquake, people might feel it more one place more than another. It’s how the energy interacts with your surroundings."
People on upper floors are more likely to feel a building's movement. People in a quiet room are more likely to notice.
Those who are outside are less likely to sense anything amiss. As Tarduno noted, there are numerous accounts of people strolling a sidewalk oblivious to a sizable quake and wondering why everyone else is rushing into the street.
Are worse quakes coming?
Last week’s temblor was magnitude 1.5. This week’s was a 2.4. Does this mean that we’ll hit 3.6 next week?
"It doesn’t work that way," Tarduno said with a laugh. "There's no relationship in terms of size.
"I think this wasn't an unusual event, given the historic seismicity that we know about the area," he said.

TONAWANDA, NY — An earthquake in western New York, the scenario that Exercise Vigilant Guard is built around, is not that far-fetched, according to University of Buffalo geology professor Dr. Robert Jacobi.
When asked about earthquakes in the area, Jacobi pulls out a computer-generated state map, cross-hatched with diagonal lines representing geological faults.
The faults show that past earthquakes in the state were not random, and could occur again on the same fault systems, he said.
“In western New York, 6.5 magnitude earthquakes are possible,” he said.
This possibility underlies Exercise Vigilant Guard, a joint training opportunity for National Guard and emergency response organizations to build relationships with local, state, regional and federal partners against a variety of different homeland security threats including natural disasters and potential terrorist attacks.
The exercise was based on an earthquake scenario, and a rubble pile at the Spaulding Fibre site here was used to simulate a collapsed building. The scenario was chosen as a result of extensive consultations with the earthquake experts at the University of Buffalo’s Multidisciplinary Center for Earthquake Engineering Research (MCEER), said Brig. Gen. Mike Swezey, commander of 53rd Troop Command, who visited the site on Monday.
Earthquakes of up to 7 magnitude have occurred in the Northeastern part of the continent, and this scenario was calibrated on the magnitude 5.9 earthquake which occurred in Saguenay, Quebec in 1988, said Jacobi and Professor Andre Filiatrault, MCEER director.
“A 5.9 magnitude earthquake in this area is not an unrealistic scenario,” said Filiatrault.
Closer to home, a 1.9 magnitude earthquake occurred about 2.5 miles from the Spaulding Fibre site within the last decade, Jacobi said. He and other earthquake experts impaneled by the Atomic Energy Control Board of Canada in 1997 found that there’s a 40 percent chance of 6.5 magnitude earthquake occurring along the Clareden-Linden fault system, which lies about halfway between Buffalo and Rochester, Jacobi added.
Jacobi and Filiatrault said the soft soil of western New York, especially in part of downtown Buffalo, would amplify tremors, causing more damage.
“It’s like jello in a bowl,” said Jacobi.
The area’s old infrastructure is vulnerable because it was built without reinforcing steel, said Filiatrault. Damage to industrial areas could release hazardous materials, he added.
“You’ll have significant damage,” Filiatrault said.
Exercise Vigilant Guard involved an earthquake’s aftermath, including infrastructure damage, injuries, deaths, displaced citizens and hazardous material incidents. All this week, more than 1,300 National Guard troops and hundreds of local and regional emergency response professionals have been training at several sites in western New York to respond these types of incidents.
Jacobi called Exercise Vigilant Guard “important and illuminating.”
“I’m proud of the National Guard for organizing and carrying out such an excellent exercise,” he said.
Training concluded Thursday.

Report: New York City is overdue for a major earthquake
If a 5.0 Earthquake were to hit New York City, there could be $39 billion dollars worth of damage and 30 million tons of rubble… and experts say the city is overdue, according to the Daily Mail. Veuer's Sam Berman has the full story.

At least one person in the Rochester area reporting feeling the second small earthquake to strike under Lake Ontario in the last week.
The latest temblor, which had a magnitude of 2.4,  occurred shortly before 5:30 p.m. Tuesday. It was 6.2 miles below the surface.
The epicenter was about 7 ½ miles out from the Canadian shore of the lake, roughly 23 miles east-southeast of downtown Toronto and 75 miles west-northwest of the Charlotte pier in Rochester.
Tuesday's quake comes just four days after a 1.5-magnitude temblor was detected under the lake about 22 miles north of the Ontario-Williamson town line in Wayne County. That quake struck just before 4 a.m. Friday and occurred about 3¼ miles below the surface.
No one reported feeling that tremor, which was much too small to do damage.
But social media lit up Tuesday evening with surprised statements by people in metropolitan Toronto who felt the Earth shudder, and the U.S. Geological Survey received 20 reports from people who sensed the quake.
One report came from someone in the Victor, Ontario County, area. Another came from someone in Buffalo, a third from someone in Oceanside, Nassau County and a fourth, somewhat improbably, from a person in Columbus, Ohio. The other 16 were from residents of Ontario, Canada.
The Geological Survey releases only the location of respondents, not names.
Why one person in Victor would feel the tremor at a distance of 90 miles isn't clear. Generally, smaller quakes tend to be felt by relatively few. People who are indoors on an upper floor and who are in a quiet environment with few distractions are most likely to sense such a quake, experts say.
According to the non-linear math of earthquake science, Tuesday's tremor was eight times bigger than the one last week, and released 22 times more energy. At magnitude 2.4, it was near the threshold where property damage is possible. None was reported.
Small earthquakes of this nature are common in New York and eastern Ontario. Nine temblors have been measured so far this year in New York. Tuesday's was the first in Ontario, according to a list maintained by the Lamont-Doherty Earth Observatory.

The Ramapo Fault is the longest fault in the Northeast that occasionally makes local headlines when minor tremors cause rock the Tri-State region. It begins in Pennsylvania, crosses the Delaware River and continues through Hunterdon, Somerset, Morris, Passaic and Bergen counties before crossing the Hudson River near Indian Point nuclear facility.
In the past, it has generated occasional activity that generated a 2.6 magnitude quake in New Jersey's Peakpack/Gladstone area and 3.0 magnitude quake in Mendham.
But the New Jersey-New York region is relatively seismically stable according to Dr. Dave Robinson, Professor of Geography at Rutgers. Although it does have activity.
"There is occasional seismic activity in New Jersey," said Robinson. "There have been a few quakes locally that have been felt and done a little bit of damage over the time since colonial settlement — some chimneys knocked down in Manhattan with a quake back in the 18th century, but nothing of a significant magnitude."
Robinson said the Ramapo has on occasion registered a measurable quake but has not caused damage: "The Ramapo fault is associated with geological activities back 200 million years ago, but it's still a little creaky now and again," he said.
"More recently, in the 1970s and early 1980s, earthquake risk along the Ramapo Fault received attention because of its proximity to Indian Point," according to the New Jersey Geological Survey website.
Historically, critics of the Indian Point Nuclear facility in Westchester County, New York, did cite its proximity to the Ramapo fault line as a significant risk.
In 1884, according to the New Jersey Geological Survey website, the  Rampao Fault was blamed for a 5.5 quake that toppled chimneys in New York City and New Jersey that was felt from Maine to Virginia.
"Subsequent investigations have shown the 1884 Earthquake epicenter was actually located in Brooklyn, New York, at least 25 miles from the Ramapo Fault," according to the New Jersey Geological Survey website.

New York City is full of peculiar phenomena—rickety fire escapes; 100-year-old subway tunnels; air conditioners propped perilously into window frames—that can strike fear into the heart of even the toughest city denizen. But should they? Every month, writer Ashley Fetters will be exploring—and debunking—these New York-specific fears, letting you know what you should actually worry about, and what anxieties you can simply let slip away.
The 25-minute subway commute from Crown Heights to the Financial District on the 2/3 line is, in my experience, a surprisingly peaceful start to the workday—save for one 3,100-foot stretch between the Clark Street and Wall Street stations, where for three minutes I sit wondering what the probability is that I will soon die a torturous, claustrophobic drowning death right here in this subway car.
The Clark Street Tunnel, opened in 1916, is one of approximately a dozen tunnels that escort MTA passengers from one borough to the next underwater—and just about all of them, with the exception of the 1989 addition of the 63rd Street F train tunnel, were constructed between 1900 and 1936.
Each day, thousands of New Yorkers venture across the East River and back again through these tubes buried deep in the riverbed, some of which are nearing or even past their 100th birthdays. Are they wrong to ponder their own mortality while picturing one of these watery catacombs suddenly springing a leak?
Mostly yes, they are, says Michael Horodniceanu, the former president of MTA Capital Construction and current principal of Urban Advisory Group. First, it’s important to remember that the subway tunnel is built under the riverbed, not just in the river—so what immediately surrounds the tunnel isn’t water but some 25 feet of soil. “There's a lot of dirt on top of it,” Horodniceanu says. “It's well into the bed of the bottom of the channel.”
And second, as Angus Kress Gillespie, author of Crossing Under the Hudson: The Story of the Holland and Lincoln Tunnels, points out, New York’s underwater subway tunnels are designed to withstand some leaking. And withstand it they do: Pumps placed below the floor of the tunnel, he says, are always running, always diverting water seepage into the sewers. (Horodniceanu says the amount of water these pumps divert into the sewer system each day numbers in the thousands of gallons.)
Additionally, MTA crews routinely repair the grouting and caulking, and often inject a substance into the walls that creates a waterproof membrane outside the tunnel—which keeps water out of the tunnel and relieves any water pressure acting on its walls. New tunnels, Horodniceanu points out, are even built with an outside waterproofing membrane that works like an umbrella: Water goes around it, it falls to the sides, and then it gets channeled into a pumping station and pumped out.
Of course, the classic New York nightmare scenario isn’t just a cute little trickle finding its way in. The anxiety daydream usually involves something sinister, or seismic. The good news, however, is that while an earthquake or explosion would indeed be bad for many reasons, it likely wouldn’t result in the frantic flooding horror scene that plays out in some commuters’ imaginations.

Horodniceanu assures me that tunnels built more recently are “built to withstand a seismic event.” The older tunnels, however—like, um, the Clark Street Tunnel—“were not seismically retrofitted, let me put it that way,” Horodniceanu says. “But the way they were built is in such a way that I do not believe an earthquake would affect them.” They aren’t deep enough in the ground, anyway, he says, to be too intensely affected by a seismic event. (The MTA did not respond to a request for comment.)
One of the only real threats to tunnel infrastructure, Horodniceanu adds, is extreme weather. Hurricane Sandy, for example, caused flooding in the tunnels, which “created problems with the infrastructure.” He continues, “The tunnels have to be rebuilt as a result of saltwater corroding the infrastructure.”
Still, he points out, hurricanes don’t exactly happen with no warning. So while Hurricane Sandy did cause major trauma to the tunnels, train traffic could be stopped with ample time to keep passengers out of harm’s way. In 2012, Governor Andrew Cuomo directed all the MTA’s mass transit services to shut down at 7 p.m. the night before Hurricane Sandy was expected to hit New York City.
And Gillespie, for his part, doubts even an explosion would result in sudden, dangerous flooding. A subway tunnel is not a closed system, he points out; it’s like a pipe that’s open at both ends. “The force of a blast would go forwards and backwards out the exit,” he says.
So the subway-train version of that terrifying Holland Tunnel flood scene in Sylvester Stallone’s Daylight is … unrealistic, right?
“Yeah,” Gillespie laughs. “Yeah. It is.”
